From plot to building permit: step by step
Buying a plot is only the first step on the way to the home you have in mind. The
building permit process in Greece can seem complex, but with the right guidance
it becomes completely manageable.
In this article we summarise the key stages we follow as an engineering office,
so
you know what to expect and how to prepare properly.
1. Checking titles and planning parameters
Before any design work starts, we check ownership titles, any encumbrances or
restrictions, and the applicable planning regulations (floor area ratio, plot
coverage, heights, distances from boundaries etc.). Without this overview there
is a risk of designing something that cannot be approved.
2. Topographical survey
The surveyor records the plot accurately – boundaries, level differences and
neighbouring properties. Based on this, the topographical plan is drawn up,
which
will also be used in the notarial deed.
3. Coverage diagram
The coverage diagram is prepared based on the topographical plan and shows the
building study in line with the plot’s specifications (allowable floor area,
coverage and volume).
4. Architectural, structural and M&E design
Next comes the architectural proposal, in collaboration with the owner, and the
required structural and electromechanical studies. At this stage key decisions
are taken regarding functionality, aesthetics and cost.
5. Electronic submission to e‑Adeies
All studies, supporting documents and declarations are submitted electronically
to the e‑Adeies platform. The system checks completeness and, where required,
the file is subject to sample or targeted checks.
6. What to watch out for in timelines
The time needed to issue the permit depends on the complexity of the project and
on any additional approvals (archaeology, forestry, planning councils). With
good
preparation, delays can be minimised.
A complete study before submitting the permit application reduces surprises
on site and saves both time and money.
